Predatory journals enter biomedical databases through public funding

Predatory publishing is an international, cross disciplinary threat to the integrity of the scientific system • A worrying number of articles published in predatory journals are indexed in biomedical databases such as PubMed, the free access biomedical database maintained by the National Library of Medicine • Public funding, under open access policies, seems to be the mechanism by which articles are displayed in PubMed. • Providing guidance to publicly funded authors on how to publish their work in legitimate open-access venues will likely stop the wasteful use of public money to cover the fees of predatory journals.

Co-Operation On R&D As An Innovation Strategy: Evidence From
 Valencian Firms

Using survey data on Valencian manufacturing firms we analyse the factors influencing the probability of a firm to co-operate on R&D with different types of partners. We find that Research Institutions play a key role as a source of information for the decision to co-operate with any type of partner, and in particular to co-operate either with suppliers or customers (vertical cooperation). The availability of public funds and incoming spillovers increase the probability of the firm to co-operate on R&D whereas the orientation of the innovating activities towards basic R&D decreases this probability. During the Liberal Triennium, the first law of public instruction is approved in Spain, and the project of general regulations of primary schools is rehearsed on an interim basis. The education is directed to boys, as future citizens, must strengthen the liberal system while girls must attend home and family. The reform failed due to the shortage of public funds, and the short time the law was in force. To survive and grow public Research and Development (R&D) centres need to raise competitive funds (Bazeley 1998; Lee and Om 1996; Muñoz 2007; Santamaría, Brage-Gil and Modrego 2010). The factors that can influence the capacity of national R&D teams within R&D centres to apply for and obtain competitive funding does not seem to have been studied in depth.
